Error: “database is not accessible”

Occurrence:

I am trying to georeferenced an IP database and I need to define both the X and Y coordinate.  When I select ok on the Georeference IP Database dialog I receive the message:

 

Error: “database is not accessible”.

Resolution:

Change the georeferencing to “Station” rather than “Along line & Across line”, run the georeference gx, then switch back to “Along line & Across line".
